ANSWER 1:There are filters under the front seats. ANSWER 2:I Was Wondering The Same Thing. But After Searching, Making Phone Calls & So On I Got No Where. Though I Recently Found An Article Stating That 00 Navigators Require A Kit To Be Installed From The Dealer Before You Can Add A Cabin Air Filter. They Did Not Come From The Factory With One.
First Off Order The Filter Wix 24876 http://www.wixfilters.com/filterlookup/PartDetail.asp?Part=24876
All You Have To Do Is Remove The Passenger Side Underdash Panel Which Reveals The Blower Motor Area. It's Kind Of Hard To See Up So You May Need To Use A Mirror, But You Will See A Formed Plastic Outline Exactly The Shape Of The Air Filter.
Using A Sharp Knife We Just Cut Out The Outline Starting From The Passenger Side Cutting Towards The Center Console. Cut The Two Long Sides First, Then The Side Closest To The Pass. Side Door, Then Just Pull It Down & Snap Off The Side Towards The Center Console (Tight Area). You May Need To Trim A Little Bit Depending On How Clean You Cut The Outline But That's It. Slide In The New Wix Filter & Button Things Up.
This Has Worked Fine For Me & Will Hopefully Save Other People A Few Bucks Too.
Total Time About 30 - 45 Minutes
