1996 Owners Manual, page 344 indicates:* Fuse #3, named "Dimmer Illumination", 5amp fuse, dash lights, control switch lighting, Cigar lighter light plus a whole bunch more * Fuse #22, named "Rear Cigar/Power Plug", 20amp fuse, rear cigar lighter * Fuse #28, named "Front Cigar lighter", 15amp fuse, front lighter I would expect these fuse designations to be applicable to 1995 - 1998 Windstars.Best resource is the individual model year Owners Manual- see below For Windstar 1998, the fusepanel is under the driver side and you can replace the miniture fuse with the same rating (20 or 30 amps ???). Please check first that the cigarette lighter is not shorted. Good luck.. Get fuse #28 i/pfuse is burned out.It is fuse #28 in the fusebox located in the fusebox under the dash on the driver side of vehicle. It requires a 20amp fuse. # 28 is third row from bottom and second column from right.# 28 is a 15 amp fuse for the front cigarette lighter# 22 nis a 20 amp fuse for the rear cigarette lighter and power point( in the fuse panel under the dash on the drivers side )

i personally just changed the frame around the shift and plus the new lighter in..from a junk yard youll just buy the trim..use a flat screwdriver and pop off the tabs from the top near the a/c to the bottom next to the shift and pop in the new one and plug in the lighter..or buy one from an auto store but it will take time to pry out the old one and hope you dont crack the molding..zno
