On a 2002 Ford Excursion :
The clock spring would be inside the steering wheel column cover
* it allows you to turn the steering wheel without breaking the electrical connections to the cruise control buttons , horn , etcetera
Usually, there is no repairing a clock spring. Normally, if there is an issue a person replaces it. It is replaced by remove the air bad and steering wheel, then removing the old clock spring and putting a new one.

According to the 2002 Excursion Owner's Guide, it should be a 20A fuse in fuse location #18.
It is located behind the steering wheel. You will need to remove the steering wheel. Its a blak circular part that has a 3-5 wire plug in the back of it.
It's basically a coiled ribbon cable that provides power and control to the horn, cruise, radio (if equipped). It coils and uncoils (like a clock spring) as you turn the steering wheel.

The 2002 Ford Excursion OBD 2 port is under drive side dash above accelerator
disconnect the battery.4 bolts removes the airbag cover, then you unplug the airbag, get under the dash, undo the plugs for the clock spring, then remove it.. obviously reassemble the same way.. you shouldn't do this unless you know what you are doing!!!!
