below the relays are a row of mini fuse. fourth from the left is a 15 amp. That is also the horn fuse. It powers the cruise as well. Should have a fuse puller in the cover for the fuses.

You need too change the clock spring in the steering wheel. MY 2001 sebring had the same problem, changed it now it's ok. Horn and cruise control works now./

I'm not a mechanic / technician but it sounds like a problem with the clockspring inside the steering wheel column cover if the horn and the cruise control does not work ( the clockspring allows you to turn the steering wheel without pulling the wiring connections to your horn and cruise control switches mounted in your steering wheel )
Check 15 amp fuse "R" in the fuse box. It appears that the horn relay feeds part of the cruise control system.
If you have no horn and cigarette lighter, its a fuse.
Possible clockspring failure.
