I'm not a mechanic / technician but it sounds like a problem with the
clockspring inside the steering wheel column cover if the horn and the cruise
control does not work
( the clockspring allows you to turn the steering wheel without pulling the wiring connections to your horn and cruise control switches mounted in your steering wheel )
My 1995 town car horn does not work, sometimes it work one times when I start the car. I have a 1994 Town car and my horn and cruise only work when the adjustable steering column is in the lowest setting. Haven't figured it out yet.
replace clock spring for airbag in streeing column.
Damaged clockspring coil? check your fuse it works the cruise control, horn and cigar lighter
if cruise control and horn aren't working...i bet it's the clock spring..check if there is a recall on it
Check 15 amp fuse "R" in the fuse box. It appears that the horn relay feeds part of the cruise control system.
If you have no horn and cigarette lighter, its a fuse.
Possible clockspring failure.
If the car is equipped with cruise control the on/off switch in mounted to the steering wheel, left side of the horn

The clockspring allows a person to turn the steering wheel while still maintaining the electrical connections to your horn and cruise control buttons
The horn fuse is under the hood next to the battery. It also controls the power to the steering wheel's cruise control buttons. The fuse is 10 amp.
The horn relay and the cruise control steering wheel switch are powered from the same fuse. Check fuse #44 at the inside fuse panel under the dash.
