No such monument, Statue of Liberty is on Liberty Island, formerly Bedloes Isle. I think you may be thinking of some relic construction beams which were salvaged from the wreckage of the World Trade Center, and have been preserved near the so-called Ground Zero. Properly speaking, this is not called the Column of Liberty.
