Not sure what you are asking. The control valve on the front where you set the temperature controls the burner. The thermocouple that sits in the pilot flame let the valve open when heater needs to come on. The temperature sensor is in the tank and is on the back side of the control valve. All of these have their part to play in causing the burner to light and shut off.
There is a shutoff valve on the cold pipe going into the H/W tank, if you close it no water will come out of the tank. There should also be a shutoff valve on the wall below each faucet/tap.

I would guess that a cb650 and a cb750 would be the same so the fuel filter is in the shut off valve on the bottom of the fuel tank. You have to drain the tank. Unscrew the locknut securing the fuel shutoff valve to the fuel tank and remove the valve. Put rag under the tank to keep drips off motor - remove the fuel filter from the shutoff valve. Clean with a medium soft toothbrush and blow with compressed air. Replace if defective.
