In front of the radiator. You will have to completely drain the cooling syystem, when it is cold, remove the fans and radiator, then you can access the condensor. You must have the A/C system evacuated before exposing the condensor to the atmosphere.
I have a 2001 Montana and the drain plug is on the bottom right side of the radiator facing the motor, I had to use a 7/8 socket to loosen it (counterclockwise). there was not enough room to use pliers.
A/C condenser drain line is stopped up. This is allowing the water to enter the cabin. Crawl under the van and find the drain line. Usually located near the firewall passenger side. Clean out the drain tube.

It's probably the same as 2001 Montana. From under the van it can be seen just above the point where the floor pan slope goes straight up. It's a little right of center. The heat shield may make it hard to see as the drain is less than 1 inch long and sticks straight out.
It doesn't have a drain plug, you have to remove the oil pan to drain.

On the bottom of the radiator. If there is no drain plug, simply remove the lower radiator hose to drain the coolant from the radiator.
