I believe there is a fan fuse and a fan relayon the 4 cylinder Mustangs. Never heard of a cooling fan sensor. Either mounted to the firewall in the engine compartment or in a fuse box. The V8's will have a fan clutch, mechanical fan mounted to the water pump and turned by the belt.

The fan sensor is bad or the fan relay is stuck. Swapping out the relay is the most likely fix.
The thermo fan sensor is on the thermostat housing, right below the distributer.
Cooling fan operation in determined by the Powertrain control module using inputs from the Coolant temperature sensor and A/C request signal from A/C system.
The 1996 Pontiac Grand Prix cooling fan sensor is located on the front of the engine. The fan sensor can be found just above the thermostat.
Ask your mechanic to check out your electronic sensor. I had the same thing happen, and after replacing the radiator and other parts of the cooling system, it turned out to be the fan sensor.
When working on anything electrical in a car, it is imperative to have a diagram. A diagram of the cooling fan wiring to a 1996 Mustang can be found in its maintenance manual.

The coolant temperature sensor on a 1989 Ford I6 4.9L engine is located on top of the engine, in the intake manifold. It notifies the engine when to turn on the cooling fan.
