This sensor lets the ignition know that the car is in park and it is safe to remove the key. Check the shift position sensor.
No , according to the Gates website ( they make timing belts etc. ) the 1.9 liter engine in a 1996 Mercury Tracer is NOT an interference engine

Under the hood there will be a fusebox....also there are relays. If you can hotwire the fan to run, the relay is probably bad. There is also a collant temp sensor to check out if all else fails. It is located by the thermostat housing.
Position sensor external to transmission. Had same issue with daughter's 97 Escort until mechanic found it.
