The diagnostic connector is located in the engine compartment ... it is clipped to inside of the fender on the passenger side of the car, more towards the firewall than the front of the car.
Keep in mind that not all cars built in 1994 had the current standardized connector, in fact the 1994 Cougar had a somewhat larger connector and lacked the full digital signaling that the current generation has (although, the 1994 EEC engines did have an advanced set of controls for the time).
