It is under the driver's side instrument panel, on the left side, next to the kick panel. You'll have to get down below the panel and look up to see it.
The data link connector ( DLC ) for the OBD II is behind a small removable plastic panel in your dash below your steering wheel

It is possible that the DLC is missing or damaged. It is unfortunately common to relocate the DLC during addition of special equipment for handicapped drivers. Also, a DLC can be damaged by corrosion or by a woman carelessly kicking the DLC with a shoe. Most commonly, the inspector lacks basic training and/or access to reference materials and as such has no idea where a DLC is likely to be. Sometimes the inspector intentionally chooses to enter [DLC damaged not accessible] condition into computer because he/she wants the vehicle to fail inspection for personal reasons. Sometimes the DLC is accessible and undamaged but does not function due to an electrical problem.
By dlc I assume you mean the Data Link Connector ( a 1990 Ford F-150 is OBD I , EEC IV so it should have an EEC TEST connection in the engine compartment ) If you mean something else , sorry about that

The DLC (data link connector) is located under the dash just below the steering column if you have a 1996 or newer Villager. Pre-1996 vehicles have diagnostic connector mounted on the transaxle beside the starter which must be jumpered to obtain the fault codes.

I believe the data link connector (DLC) is in your dash, below your steering wheel, covered by a small plastic panel - that either removes, flips up, or flips down.
