Usually under the passengers side feet. Remove carpet and 4 bolts to access ecm.

The ECU in a MY 1999 Subaru Forester is located at the upper left site of the engine under the air intake.

Resetting the ECM on a 1999 Subaru Forester requires the car to be off. Disconnect the negative battery terminal for t seconds and reconnect it. The computer will now be reset.

When is sends a code to the ECM that it is malfunctioning. Usually a PO 325 but the codes are slightly different depending on the model and year. You can get a complete Subaru PO listing if you Google it. If there is no code, your knock sensor is fine.

The ECM is on the passenger's side floor where the floor pan is curved up to become the firewall. To get at it you remove any floor mats then look for a plastic retainer screw that holds the carpet in place. Unscrew that retainer, pull the carpet back and you'll see the metal protective cover for the ECM. A few 10 mm nuts later and you are in.
I assume that you are referring to the ECM or ElectronicControl Module. It is located on the passenger's side floor (for left-hand control vehicles) under the carpeting.
