On my 2001 Cougar V6 (same model), it's on the passenger side front seat foot well, up behind the glove compartment. There is no need to remove the glove compartment. There is a 10mm bolt and bracket holding the bottom edge of ECM/computerzperiodz But the real trick was figuring out how to remove it after that: open the hood, slide the Power Steering fluid reservoir up and out of the way (it comes right out without any fasteners) and you'll see the ECM connector with a 10mm bolt in the middle of it (imagine where the top of the ECM is located). Back this 10mm bolt out and unplug the connector from the ECM, then go back inside the passenger compartment and remove the ECM (it should pull right out, you might have to release a plastic finger on the side).

mayby on some there are 3 screws but on ym 1999 merc cougar v6 6 cyl car there are 2 screws to take that housing off. But there might be different housings used all the insides will eb the sameAnswerI just had to replace the thermostat on my 1999 v6 cougar. If you take out the battery it will be easier to get to. Once the Battery is removed, to the direct left of the spot where the battery once was you will see multiple black hoses going in and out of a metal housing. There are three screws on there. Take them off and the thermostat will be right inside. Just pull it out and replace. Whole job take maybe 15 minutes. Very easy.
