There is NOT an EGR valve on this engine.
The EGR valve, on your 1995 Oldsmobile 2.3 liter engine, is located on the side of the air filter housing. The valve should be labeled as such.

It's bolted right on top of the egr valve which is on the back of the engine under the throttle body there will be a small vacuum line going into where the egr valve bolts into the intake
The egr is located in front of the intake manifold by the upper coolant line leading to the engine, hope it helps.
