Jump to the left and click the computer. The wall on the right side will open. Jump back on the crane and jump to the right. If you don't have the toolkit, it's on the roof of the Robo Bling Boutique. Go to your items and click "use" on the toolkit. With the screwdriver, click and hold the screws and move your cursor around them counterclockwise. Click the breaker switch that says "Robot Factory". Your character will automatically run down to the red-head who will give you an electric fan.
