After you get the natonal dex, head north of veilstone. There will be an opening in the trees. go through. The screen should tell you that you're going on Spring Path. Go down to the cave and navigate your way through (All the rooms are different, and you need to pass through 3 pillar rooms to get it) eventually you will find Giratina.
