I found that most of Ford made cars, that the fan relay is directly under the end of the steering column, next to the flasher relay. You can gain access by looking up under the dash board. I had this problem with my 2000 expedition, and no manual had the location.....worth a try.
In my 1993 crown Victoria the a/c fuse was located in the under hood fuse box. This is a black box full of larger fuses and relays. It is likely a relay, and not a fuse, but if located in this box, it will be labeled on the underside of the cover of the black plastic box as a/c relay or fan relay (if fan may be the problem, they could be separate fuses or all - one. the black box is usually located on the drivers side, under the hood, close to the dash/windshield area, and the top will snap off, either with a screwdriver, or by hand.
