More likely the temp. sensor. Yes it could be the relay
The cooling fan relay will be located near the battery mounted on the driver side inner fender. Simply unplug it, remove the 10mm bolt holding it to the fender and reverse the procedure.
Behind a plastic cover under the dash just above the passenger's feet. There are several (for different fan speeds). They should be marked.
Behind glove box
The 1996 Pontiac Grand Prix cooling fan sensor is located on the front of the engine. The fan sensor can be found just above the thermostat.

If the relay is good and the fan is getting power and groun, then the fan motor is bad.
My 98 has a low water relay switch in the radiator about 6 inches down. When this is bad the fan will not run. They cost $50 so I added a switch, installing it under the dash on the side molding. I always had it over heat in slow traffic and this solved the problem. The AC fan controls work independently on the same fan blades.
Its locted in the under hood fuse box on the rigt side of vehicle clearly marked on top of box. Good luck!
