You could be jumping to conclusions, The fan only operates when and if the coolant or engine gets too hot. If the car is over heating then it could be several problems but if it is not and the fan isn't coming on,,,it is working correctly.

I'm not a gambling man but I would risk a shilling that the radiator fan is running Peugeot fans are not ignition controlled, and do start at times after the engine is switched off.
