Under the front camshaft caps that house the ocv's. It's best to do your timing service at the same time since it needs to be removed to get the caps off.

Could be the auto idle control valve, try cleaning before replacing (about $300). Another simpler possibility is the fuel filter,replace this first,

It depends on the year of your RX. 2000 and older it is a VVT malfunction. VVT stands for variable valve timing. Check the filter screens on both your oil control valves, this is often the root of VVT issues. If it is 2001 and newer it is a Control Ignition or Misfire code. Hope that helps.
