If it is the same as a 1993 Ford Explorer it is in the interior fuse panel
the flasher unit is either in fuse box, or is in wiring under dash
It should be the fuse, in the fuse box at the Driver Side, check for the number 10 Fuse (7.5 Amp) it might be blown

The turn signal flasher is under the dashboard mounted on the lower corner of the fuse panel.

On a 1995 Ford Ranger # 17 fuse is for the cigarette lighter.
