It is under the instrument panel to the right of the steering column. I am trying now and it looks like a tough job - requires removal of the steering wheel. I am looking for a shortcut.

No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.
Signal flasher is located behind the panel left of the ashtray. Panel has to come off and you will see the signal flasher and the four way flasher.
The flasher is built into the hazard light switch. You have to remove dash and take it out from the rear of the dash panel.

climb under the streering wheel look up behind the dash board closer twords the center of the vehicle there you will find you hazard and regular flasher relays.
It is mounted on the backside of the fuse panel. below and to the left the steering wheel . You must remove the trim piece on the bottom of the dash to get at it .
