No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.
The turn signal flasher is combined with the hazzard switch. It is connected to the back of the hazzard switch.
Look behind and to the right of the center console. If you lower the glove compartment it will be to the left of it on the firewall. There are two flasher relays, a hazard (upper) and a turn signal (lower).
Check fuse and/or flasher
Many mistake the hazzard flasher for the turn signal flasher. Maybe you replaced the hazzard flasher? Also, a burned out bulb will not give enough electrical resistance to the circuit, and result in a very slow or stopped flash. Since your flasher is most likely mechanical, turn on your hazzards and put your fingers over the flasher unit. If you feel it click on & off, then you need to find the turn signal flasher.. because you are touching the hazzard flasher.

Look for either a blown fuse or replace flasher unit for the signal lights (it is separate from the hazard lights flasher unit).
On the the fuse block under the dash - drivers side. Turn signal and Emergency flasher.

Turn Signal flasher is located in the fuse box on the left side of the dash. There should be two round flasher units. The top one is the four way flasher and below is the turn signal flasher.
