My flasher in my1987 and 1992 Lesaber was way up under the dash over the left side of the steering wheel. The lower flasher was for the four way flasher and the higher one was to the turn signals. Mine was in very tight quarters.
It is quite simple to replace the four-way flasher relay switch in your 1986 Chevrolet Astro Van. The four-way flasher relay switch simply plugs in and out.
The signal/four way flasher relay is mounted beside the fuse panel. The four way flasher is incorporated in the signal/wiper switch. Dust can accumulate in the four way flasher switch and then stop working, use a contact cleaner spray and the switch start working again.
Signal flasher is located behind the panel left of the ashtray. Panel has to come off and you will see the signal flasher and the four way flasher.
RV manufacturers usually locate the flasher under the dash near the steering column. The easiest way to find it is to turn on the turn signal and listen for the click. You will also feel it click when you touch it. If the flasher is not working or does not click, turn on the four-way flashers and try to find that flasher. The turn signal flasher is usually located near it. Hope this helps.

Turn Signal flasher is located in the fuse box on the left side of the dash. There should be two round flasher units. The top one is the four way flasher and below is the turn signal flasher.
The four way hazard flasher is on the base of the steering column. You push in the middle button to turn them on, and pull the ring to turn them off.
My flasher was in the upper left hand side under the dash. Over the steering column. The four way flasher is the lower and the turn signals is the upper flasher.
