Answering my own question to help YOU out. The (black) flasher is located out the right side of the fuse access panel at the driver's left knee, towards the steering wheel. The BLUE item hooked to the fuse area is a relay, NOT the flasher. The flasher is further to the right. You can touch it reaching through the fuse access hole, but you'll never get it out of the mounting bracket without dropping the lower panel of the dash board. To remove the dash panel, remove the two screws at the bottom, then rotate out the top of the panel. It will pop right out. Then you'll see the flasher. I had to pry on the metal slide on flasher bracket to pop the "lock" loose. Look at your new one & the bracket & you'll understand this locking tab.
