The signal and 4 way flasher relays are behind the lower dash panel, aprox under the radio area. The plastic lower dash panel must be removed to gain access to the flashers.

The flashers on a 96 s10 are located underneath the lower dash next to the cigarette lighters.
Flasher Relay is located, front seating area, driver side, behind left hand side of instrument panel, mounted on convenience center.

You would find it in the front of the engine driven by the accessory belt.

S-10 flasher locationI have a 1997 S-10 and it seems to me that I had to remove some of the dash panels under the radio to replace my flasher. It wasn't where my repair manual said. To confirm, put your key in, turn it to 'on' position (do not start it) and leave all accessories off i.e. radio fan etc. Turn your directional on and listen. You need to remove the entire door pannel. There are manuals that show you how to do it.
