The signal and 4 way flasher relays are behind the lower dash panel, aprox under the radio area. The plastic lower dash panel must be removed to gain access to the flashers.

To confirm, put your key in, turn it to 'on' position (do not start it) and leave all accessories off i.e. radio fan etc. Turn your directional on and listen.
