I'm having the same problem. 1st my flashers stopped then my turn signals went then my brake lights went. it's caused by the "Lighting Control Module"
That's located on the right side of the steering column underneath the dash just behind the plug for a code reader/diagnostic scanner. If your lucky you should try to open up the fuse box located on the left side under the dash near the floor board. follow the "emergency brake release" down 1st and see if there is a metallic canister amongst the fuses. The canisters are around $4-$12 but the
"Lighting Control Module" at on online warehouse cost $236 and up.

The 1999 Mercury Grand Marquis air suspension relay switch can be found on the firewall in the engine compartment. The air suspension relay switch will be on the passenger side of the firewall.
