The flasher unit is located in the engine bay on the drivers side of rhd vehicles between the fuse box and the fire-wall ( not sure about lhd models ) there are two compartments, end to end, both with black plastic covers. The fuse box is rectangular in shape and its cover can be removed by hand, no tools needed, as it is only a flip top lid. Behind the fuse box is the compartment containing the flasher unit and it is more of a square shape, to remove the cover half a dozen screws need to come out in order to gain access, one screw on either side of the cover and the rest around the border of the fuse box itself (the cover and the border are one piece of moulded plastic) once all the screws are out, the cover can slide off, the flasher unit is the largest component in the box.
The 1996 Mercedes-Benz turn signal flasher unit can be found beneath the drivers side dashboard. The turn signal flasher relay unit will be above the brake pedal.

on my Mercedes c180 2002 the spare fuses are found with the spare wheel in the boot in a tool kit.
