The fuel filter is connected onto the fuel pump which is located in the fuel tank. To access the filter/pump, you go into the boot and unbolt the mat and pull it away and push the back seats forward. Once you do that, you will be able to see a round bulge on the front right side of the boot with a letter and a number on it. Undo the 4 bolts and take the cover off and you will be able to see the top of the fuel filter/pump mechanism. It might have 2 or 3 fuel lines coming off it(it depends if it is a 4wd or not). If it is a 4wd, there will be 2 filter/pumps. The one on the front right of the boot will be the main one, the one on the front left of the boot only contains a filter and not a pump. There are 2 because of it being a 4wd and the drive shaft is placed higher up. The second filter is to draw petrol from its side of the tank, because if you go 4wd'ing and you're on a lean, the fuel will end up going onto one side of the tank which the pump would not be able to get. If you are taking out the mechanism, it is best to undo the bolts first to release the pressure and then take the fuel lines off. When you put it back on, put the fuel lines on first then do up the bolts.

The 2006 Subaru Legacy came equipped in naturally aspirated and a turbocharged 2.5L H4 engines. The Legacy does not have a standard in-line fuel filter. The fuel pump assembly however has an integrated strainer, which is not serviceable unless the unit is fails.
