under the hood attached to the fire wall on the drivers side. the male fitting on the filter is bent @ a 90 degree angle facing the front of your car. it is same location for 1991 also
On a 1990 Mercury Sable : The ELECTRIC fuel pump is INSIDE the fuel tank ( it is installed through an access hole in the top of the fuel tank )

on the 90's neons they dont have fuel filters htey have fuel pressure regualtors which you can diy.
The fuel filter is located on the fire wall just left of center. You can tell it is because it has the fuel line going into the top then one coming out of the bottom.

the fuel filter on the 92 topaz is located on the right inside fender, on the 90 it may be in the same place, if not you can follow the fuel line from the gas tank to the front of the vehicle and it should be visible.
