The 1987 Ford Crown Victoria fuel pump relay switch can be found on the firewall in the engine compartment. The relay switch will be on the drivers side of the firewall.
I'm pretty sure the 1985-1989 Ford Crown Victorias all utilize the same fuel filter setup. The determining factor is the engine setup - carb or CFI. The CFI system has an inline filter about as big around as a softball located in a bracket just ahead of the rear passenger tire. The fuel pressure must be relieved if the vehicle is CFI-equipped. The carb setup usually has a cartridge-type filter located in a fitting at the fuel inlet of the carburetor, and maybe one downstream not far from the carb.
You must drop the fuel tank.
