The fuel filter on a 1988 Ford Festiva is located on the drivers side lower fire wall. The bracket is typically to rusted that you may wish to consider relocating the filter, or just putting in an aftermarket in-line filter.
Mounted on the engine block.

I'm working on a 1987 Festiva, and I *believe* that this is located inside the distributor housing.
It is located in the trunk. Look on the right side plastic panel.

I bought a 1989 Festiva LX which has the same 1.3L engine as the 1988 Festiva, and I used nothing but 10W30 Pennzoil in it. I changed both the Oil and the Oil Filter religiously and got 269,000 miles on that engine. Vaya con Dios, Chuck, CABGx3
