In the fuel line under the car. You need special tools available from the parts store.
On my wife's 1993 Ford Tempo,when you remove the transmiision pan(after draining fluid), the filter can be seen just inside. It looks like a bag and has a female end which slips over whatever the part is called that it is attached to.

Underneath the front of the engine. Beneath where the oil filter is located.
In between the air filter and the raditior
In the rear mounted under the vehicle.
The 1991 Ford Tempo radiator plug is on the bottom of the radiator. The plug can be removed with a half inch ratchet.

One fuel filter and a strainer on the fuel pump pickup.
It is under the car about under the seats in the frame rail.
Usually under the steering wheel covered up by plastic.
It is under the hood, on the passangers side, right above the wheel well.
