It is in the fuel line and requires special tools available at the parts store to remove and reinstall it. It is under the car. open the hood you are looking for a short fat looking cyl. on the left hand side near where the strut tower bolts under the hood .. if you do not see it try following the fuel line from the engine over to the inner fender well On my 1993 tempo the fuel filter is located on the passengers side under the hood by the strut housing it is a little chubby silver looking thing with in and out house attached with little plastic clips
