Where is the fuel filter located on a 1994 Mercury Cougar?

If it is a V8 it is under the car on the passenger side about 1/3 of the way from the engine to the gas tank. There is a bracket that kind of hides it. Make sure there is no fuel pressure before removing it. The easiest way to make sure there is no fuel pressure is to let the car idle and pull the fuel filter fuse. After it dies there will be no pressure. Err.. that's a fuel pump fuse. Filters don't have fuses. :-)

once you unscrew the filter you have to actually feed the filter upward and pull it out from under the hood, instead of pulling it frrom under the car.. it is easier this way because none of the pipes would get in your way...RH

There is a special tool you can get from an auto parts store. Ask them and they should be able to help you find it. The price is about ten bucks. Also make sure there is no pressure in the line. Let the car idle and pull the fuel pump fuse and wait for the car to die.It is located, as already answered... on the passenger side, attached to the underside of the car near the door.There are small springs inside the filter that require the special tool to unlock them. It takes a lot of rocking and pulling to unattach the filter from the fuel lines (even with the special tool!)
