No, its not inside, but it might as well be. It is located on above the fuel tank and you cannnot access it without dropping the tank. I just had to replace the fuel pump on my 1997 Breeze, which is how I located the filter. Time consuming, pain in the butt, and, in my humble opinion, a very poor design by Chrysler.
A couple of different things could cause hesitation in a 1999 Plymouth Breeze including bad spark plugs. There could also be an issue with the fuel filter.
