on my 97 4.0 its inside the drivers side frame rail about under the drivers seat, once laying under the truck you cant miss it, I would assume its about the same if not the same on the 2003 it is in the same spot.

I checked motorcraft.com , and the owners manual for a 2000 Ford Ranger and they both indicate that the only 4 cylinder engine in a 2000 Ford Ranger is a 2.5 L. With filter change it takes 4.5 quarts ( 4.3 liters )
it is an inline filter located on the fire wall under the master cylinder.
The fuel filter is located by right side of the engine...It's in front of the master cylinder..
The 2000 Ford Ranger Owner Guide shows , for the 2.5 liter four cylinder , ( Motorcraft FL-400S ) but fordparts.com shows ( Motorcraft FL-400-S and Motorcraft FL-400-A ) for the 2.5 liter four cylinder in a 2000 Ford Ranger . I don't know what the difference is between the two filters , anybody know ?

its on the top of the cylinder block behind the intake manifold
It is part of the fuel pump module in the tank.
The oil drain plug on the 2000 Ford Ranger is on the rear of the oil pan. It is located under the vehicle near the center.
According to the 2000 Ford Ranger Owner Guide : With engine oil filter change : The 2.5 liter four cylinder engine takes ( 4.3 liters / 4.5 U.S. quarts of 5W-30 )
4 Cylinder it is on the back of the block. 6 Cylinder it is next to the oil filter.
Look on the back of your valve cover and you should find it.
