It is inside the gas tank under the rear seat. There is a video tittled "Fix your Echo" on YouTube. Very easy to do, but be careful with the fumes.
I would not say "very easy", but its definitely doable. If you are changing the filter, I would change the pump at the same time since they are in the same assembly and both only cost about $25. The whole job will take about 4 hours. You are supposed to buy replacement o-rings and whatnot, so I'd have them ready in advance otherwise you will be stuck reusing what was there. You can only get the gaskets/rings from Toyota dealers, although I have reused them without problem.
