There is no external filter on the 2003 Durangos, The fuel filter is located in the gas tank.
The oil filter on a 2003 Dodge Dakota is located on the bottom, right side of the engine. A special filter wrench is needed to properly grip and remove the filter.

On most newer Dodge vehicles the pump assembly includes the filter and is located in the fuel tank. I would bet that's where it is.
A 2003 Dodge Dakota does not have a cabin filter.
Not positive, but it may be in the tank on the newer ones.
