Follow the fuel line from the fuel rail to the fire wall and the fuel filter should be on the passengers side of the firewall.
The fuel filter on my 2000 civic is under the hood, near the windshield. If not there, you can try the usual method of following the fuel line from the gas tank to the engine.
The fuel filter is located in the tank. Removed the rear seat cushion and there's an access hatch to get to it.
