The fuel filter on all Lincoln Mark VIII models is located behind the plastic splash shield in the rear portion of the passenger side front wheel well. You need to turn off the air suspension, then lift and properly support the raised vehicle and remove the right front wheel/tire. Then you will see several securing screws and a few of those plastic push-in clips that are holding the plastic splash shield in place. Remove the screws and carefully pry out the push in clips then remove the shield and you will see the filter there.
The fuel filter is a canister type located near the right rear wheel

Its inside the passenger side front fender. Remove the plastic cover. Replace as you would any other Lincoln filter.
I believe that one is either screwed into the carb or is very near the carb on the fuel line. Mark

Behind the passenger front wheel well liner, look to your left.
Jack the passenger side front, remove the fender liner and it will be there on the left.
Under the car, in front of the rear axle. Under a plastic cap.
The cabin air filter in the 1998 Lincoln Mark is located behind the glove box. The glove box will need to be removed to get to the filter.
On the passenger side underneath floor just ahead of the rear wheel. Hope this helps Mark VII Heaven
