Reach the fuel filter by removing the passenger front tire and then remove the rubber dust flap in the wheel well. Once both are removed, you will see the mechanical fuel pump mounted on the engine block, and one fuel line that goes toward the rear of the van. This hose is coming from the fuel filter which should be located only inches behind the fuel pump assembly.
