Slide under the center of the truck on the driverside. look on the inside of the frame rail just ahead of the side mount fuel tank. look for a cylinder about 2" in diameter about 4" long. you will need a special tool to remove the lines that you can buy at your local parts place. make sure you release the pressure before you remove the filter
Fuel filter on a 1994 ford is in the Left frame rail under the driver or back a little bit.

There isn't a carburetor , it's fuel injected
Usually it's located near or under the air filter.
The fuel filter is located in front of the gas tank.

Get the correct tool to take it off with or take it to a professional.
Purchase a Purolator filter as it comes with complete instructions. I think you will find that a 1998 F150 does not have a cabin filter.
In a removable housing at the engine end of the upper radiator hose
left rear of engine.
It is in the intake air horn from the air filter to the throttle plate.
