The fuel filter on a Saab 9-5 is located above the gas tank in the rear of the vehicle. The fuel filter has a line leading to the EFI (Electronic Fuel Injector) in the engine, a vapor line for the gas tank, and a fuel line from the gas tank.

The fuel filter on a 1996 Saab 9000 is located under the car, just in front of the right rear wheel. Replacement is easy, but take care and precautions (fire extinguisher) because there's riks of fuel spill.
Take off the wiper arms, and under the plastic panel, you will see the cabin air filter.
The 2003 9-3 doesn't have a replaceable filter, I doubt the 9-5 does either.
The fuel filter is part of the pump module in the fuel tank.
