If it is the same as the 1989 then it is located under the vehicle, on the driver's side, right in front of the rear tire. It is held under the car by a bracket along with the external fuel pump. To access it, you need to remove the bolts that attach the bracket to the underside of the car. It helps to have the rear of the vehicle on stands and remove the tire in order to be able to reach it. Just be very careful when removing the bolts holding the fuel lines on that you don't accidentally twist or bend the lines, especially the short one between the pump and the filter, as it's very easy to damage, and not very cheap to replace!!

the fuel filter is located under the car on the driver side about 2/3 of the way back, it is bolted to floor pan next to the primary fuel pump. the fuel pump looks like a coil. There is also an internal fuel pump inside the gas tank in the 1985 Volvo 240, so changing the external one may not fix your problem.
