The fuel filter is located directly beneath the intake manifold, passenger-side of the number 4 piston (piston at the back when standing in front of the hood. From here, the fuel line quickly divides into 4 lines, each going to an injector. The filter can be reached without dismantling the manifold if you've got small hands. The fuel filter can most easily be accessed by removing the front passenger side tire. There in the wheel well is a simple plastic flap that can readily be unscrewed from place. With this flap removed and the truck on a jack, the filter is easily accesable.
The fuel filter on an 87 4runner with a 22re is bolted to the block under the intake on the passenger side. It's a little difficult to get to, but it can be done without removing the fuel injection system.

I have a 1985 celica GT and the fuel filter is located above the oil filter on the engine block. If the ST model has a 22re engine it should be the same.
The fuel filter on a Toyota pickup having a 22re engine is located on the left side, directly under the intake manifold. It is held on by two 12mm bolts. If you look under the truck, you will see the filter to the left of the oil filter.

The fuel filter is mounted under the vehicle on the frame rail directly over, and somewhat hidden by, the crossmember.
