Chevy does not use inertia switches.
Raise the car up on ramps or on jack stands. Get under the car on your back and center yourself under the car. You should see the oil filter on the front of the engine, underneath.

Under vehicle, driver side, below seating area, front of fuel tank, mounted on chassis in fuel line.
first the filter is located about 6in in front of rear driver side wheel about 8in. in when you buy your filter you will notic that one side is threaded and the other has a clip lick lock remove the clip on the old one then unscrew it now replace it with the new one
Try cleaning the intake manifold.

For 1997 3.1 L engine, it is under rear part of air filter assy. Really hard to get to it.
