It is located on the top of fuel pump. With this model (which i also own) does not have a separate fuel filter but rather both filter, regulator are designed in the fuel pump. Meaning any issues with either of the 3 you need to replace the whole unit which can cost 230+.

Think the fiter is part of the fuel pressure regulator on top of the fuel tank. If that is so the tank has to be removed. Check with your local Dodge dealer parts guy! not sure about the 2002 Dakota BUT on the 2005 Dakota it is NOT servicable as it is a part of the fuel pump. most likely a brass screen..
