Rear of driver-side fuel rail. Remove plastic cover to expose fuel injectors (and fuel rails). It is attached to the rear of the rail and has two vacuum lines (one going to each side). It is easy to spot.

The fuel pressure regulator is part of the fuel pump module in the fuel tank.

The fuel pressure regulator in that 96 GMC 4.3 TBI is located in the throttle body.
The fuel pressure regulator is located under the plastic upper intake plenum and connected to the CFI assembly. This regulator is internal because it draws it's vacuum from inside the plenum instead of using an external unit with a vacuum line.
If you have the central injection system, you regulator is inside the plenum, next to the spider assembly. Takes about 20 minutes to get to it.
in the gas tank attached to the fuel pump. Replace it with the pump.
The voltage regulator is built into the alternator.
it is located right in front of the fuel rail going to your fuel injectors.....follow the tubing from your fuel filter mounted on the drivers side firewall....this tubing leads right into the regulator.
